The U.S. SBA Office of Advocacy's December 2007 report, The Small Business Economy: A Report to the President, indicates that "approximately 7 percent of the working age population in the United States is actively engaged in efforts to start new businesses." Within this report, there is a chapter on pre-venture planning which concludes that planning is vitally important and may serve as an indicator that the entrepreneur is engaged in the tasks needed to support business success.
